The Social Impact Measurement Toolkit for European microfinance has been developed under
the leadership of the Council of Europe Development Bank (CEB), through the InvestEU
Advisory Hub, and in dialogue with European institutions and sector stakeholders, including the
European Commission, EMN (European Microfinance Network) and the MFC (Microfinance
Centre), with input from microfinance providers and other actors. Its purpose is to help MFPs
strengthen how they define, track, and use social outcomes and impact evidence in a practical and
realistic way. The Toolkit offers clear guidance, simple templates, and step-by-step modules that
can be adapted to different institutional capacities. We are now launching a short pilot phase to test
the Toolkit in real conditions and refine it based on direct feedback from early users.

Minimum commitment 3 months (end-February to end-May)

Participating MFPs agree to:

  • Assign dedicated staff (at least one focal point; ideally a small internal team).
  • Join monthly online meetings featuring group trainings and peer exchange.
  • Test selected Toolkit modules internally between meetings.
  • Provide feedback using structured templates/tools (short checklists, reflection notes, and
    examples) to document what works, what needs adaptation, and what is not feasible.

 

Who can apply

  • Open to Open to all European MFPs from CEB members countries listed on CEB
    website: Member countries | CEB, regardless of starting point (from early-stage social
    measurement to more advanced practices).
