L’objet de cette note est de présenter au Club de Microfinance de Paris, le CRA (« Community Reinvestment Act ») à l’occasion du chantier de renforcement de la Loi CRA de 1977, qui devrait avoir lieu à partir de l’automne 2009. Une mission à Washington conduite par Kent Hudson courant mars pour la Fondations la French-American Foundation France et En Temps Réel permet d’identifier les grandes lignes retenues par l’Administration pour renforcer le CRA : son extension pour réglementer l’ensemble des acteurs des banques grand public, banques commerciales et autres ; l’extension des territoires sous surveillance ; la définition et la collecte de nouvelles données de suivi de la production bancaire.
The main aim of this study is to analyze the microcredit facilities in the EU that are established for the SMEs and to discuss the applicability of those facilities in Turkey by using the data collected from the previous and ongoing microcredit programs in Turkey. The study bears a unique aspect as it presents updated information on the microcredit experiences in Turkey accompanied with a study of the EU practices. The study concludes with the provision of strategies for Turkey to increase the efficiency and the sustainability of the microcredit
The study, after identifying rural areas in the EU and the European Economic Area (EEA), concentrates on fifteen countries for the description of the main features of poverty in rural areas. The fifteen countries are selected in order to present a balanced sample of different geographical regions (Northern, Southern, Western and Eastern Europe) and social models. The fifteen countries are fourteen EU countries - Italy, Spain, Greece, Portugal, France, Germany, UK, Ireland, Slovenia, Hungary, Poland, Lithuania, Bulgaria and Romania – and one EEA country – Norway.
