Founded in 1990, UNCAR is a nationwide, three-level non-profit organisation, encompassing 40 affiliated non-profit territorial unions (UTCARs) and 2,400 reciprocal aid associations (CARs). UNCAR has drawn up and implemented the development strategy of the reciprocal aid associations (CARs).
Activities
As part of its services, UNCAR designs, tests and evaluates financial products for the final beneficiaries: microloans for personal use (personal need and personal investment), saving products and micro-credits for microentrepreneurs.
The association provides information and technical expertise and fosters the exchange of ideas through business meetings and training sessions at national, territorial and group level and the participation in national and international meetings and conferences on microfinance issues.
Furthermore, UNCAR lobbies for a continuous improvement in the legal framework and for an expansion of microfinance activities targeted at excluded social population groups from rural areas (youth and the unemployed) and micro-entrepreneurs. UNCAR is empowered by law to fulfil prudential surveillance of affiliated CARs and has implemented performance and risk measurement procedures and a management information system.
UNCAR’s strategic objectives for the future include:
- To consolidate the credit union territorial associations and to transform them into more effective, efficient and competitive financial entities;
- To provide microcredit and microfinance to persons from excluded social categories (from sub-urban, rural areas, youth, unemployed and microentrepreneurs);
- To set up and foster microfinance companies with the participation of shareholders from credit union associations;
- To design new financial products and services for microentrepreneurs;
- To implement electronic financial services and participate in European alliances and projects.
